Wouldn't it make more sense to have someone like Booker T or Steiner on the cover instead of Foley?

Thats like putting Austin on the front of a deifinitive issue of ECW regardless, WCW didn't kill Russo, Russo lost his filter and thus began this cycle of poopemobile riding, hockey equipment wearing, and bad JR impersonations |

I thought Foley was on there since he was a major star for WWE during Russo's WCW reign, which killed WCW.
So, WCW killed a curious Russo in front of a cage wall, with Sting being the murderer with a Bat, promoting a non-existent company? Or maybe it was promoting T&A at the time, a dominant Tag Team in WWE.
