should've been World Heavyweight Champion -- He was, when WCCW broke away from the NWA, Rude was one of (if not, the first) World Heavyweight Champion. Plus, he wore the 'Big Gold' when WCW was using that belt for their "WCW International Heavyweight" title.

As everyone knows, Rude was the only one besides Randy savage that could really have a good match with The Ultimate Warrior. It's really ashame Rude wasn't given more than one shot at the WWF Title, his only shot he received was in the summer of 1990 with Ultimate Warrior at Summerslam. I've always felt the WWF at the time really didn't know how talented Rude was, that probably one of the main reasons he might have left in the first place.
In WCW, Rick Rude was given such a big push as one of their top guys in that company having great matches with legends like Ricky Steamboat in the every first Ironman Match, classic matches with Sting, and Mashiro Chono in Japan. At this point in his career Rude was a complete polished wrestler.
Rumor has it WWE doesn't have any top stars from the past to inducted into the WWE Hall of Fame next year, so far Ted Dibiase's name has been thrown out there, The Ultimate Warrior's name, hell even the Honky Tonk Man, and not one person has even though about Rick Rude being inducted to me that's injustice.

Plus, he wore the 'Big Gold' when WCW was using that belt for their "WCW International Heavyweight" title. Technically he was just the NWA American Champion. That title did change into the WCWA World Title but by that time I would hardly consider it a "world" title. WCCW was really hurtin in 86

Hurtin' or not, when you're wearing the strap, you're the man! You're the guy who's carrying the company, by carrying all their stock on your shoulders.
