Pick two answers and this might help some people who are struggling to find their 1st sets of Mattel.

I'd say 50/50 between TRU & Target

Toys R Us has had the most. K-Mart the 2nd most. I have 12 Mattel figures right now. I've got 10 of them from Toys R Us and 2 of them from K-Mart. I could have gotten all 12 of them at Toys R Us, but I just happened to be in K-Mart when I decided I wanted Basic Series 1 John Cena and Triple H.
I've found Mattel products at Walmart and Target, but only Flex Force figures and the kids sized belts. No actual Basic or Elite style figures. So I haven't purchased anything from those two stores.

I have not been to my nearest TRU, but my local Walmart had the entire WM Heritage set (I picked up Stone Cold), Force Flex, and Entrance Greats. My local Target had a very nice selection of Basics, Elite, Duos (no Santino/Beth), & Entrance Greats. There I picked up the Elite Mysterio.

Toys R Us and Target for me. The 2 local Wal-Marts had very little last time I was at either of them, and the nearest K-Mart is a half hour drive away.

Well since we could pick 2, I picked the 2 places that I got all my figures from. TRU and K-Mart. I have 19 Mattel figures, 17 I got from TRU, 2 from K-Mart. Happens that 17 are in use in my fed and 2 are on display. Display ones are 1/1000 Edge and Entrance Greats Triple H. I wanna get the Entrance Greats Rey and display that next to Trips.

I got elite Punk & Edge and chase Austin at Target, and the HBK vs. Jericho two-pack at Walmart. Everything else has come from TRU or their website.
