Toss-up between the Samoans and the Bushwackers. When I received these 2packs from RSC many years ago when it first came out, I was awe-strucked and amazed. Wrong torso choice for the Samoans notwithstanding. But the Umaga torso wasn't available yet when the original Samoans 2-pack came out.

I'd say Killer Bees.
Not that the pack was impressive, but it was good looking and cool.
But the most impressive 2 pack I saw must be the Wild Samoans..
