Great figure Is the paint on Ortons skin tone different to other mattel figures it seems to have a dull finish and a 2nd layer of paint I think this makes the figure look more realistic?

As far as I know, all Mattel figures have had a dull finish to the paint.
It looks better than shiny/glossy finish Jakks used, in my opinion.

I picked him up today as well and I don't think is skin is any different than other Mattel figures. When I put him next to the Heritage or the Belt Pack Orton figures their bodies all look to be the same skintones. Unless you are talking about things like eyes & tattoos but even they loo to be the same paints.
