I'm not sure who the source is for that story, but if it came from WrestlingInc.com, you can't trust it. The people that run that site have no connections in the industry, they just copy and paste news from other sites (often from the pay areas of those sites), change the words around, and sometimes report rumors they have no confirmation on whatsoever.
If their source is Honky Tonk Man himself, keep in mind that only a month or so ago, he was saying he had been signed by TNA, even going so far as to put the logo on his own website. He later admitted he was just "working" the internet and trying to get one over on fans.
It could very well be true. It's nowhere near impossible. Mattel HTM would be cool. I'd like to see every possible wrestler in the Mattel style with all the attention they give to detail, so bring him on.

Why is every one so excited about Honky? He did nothing but warm the pegs in his Jakks releases, hell stores near me STILL have his first CS release warming the shelves. This news to me gets a sarcastic "aren't we lucky" and a an excitement lever of 1 on a 1-10 scale.
