Personally, I don't see the point of 1/1000 belts. They are big, ugly and not an actual belt in WWE. And plus why would you buy a figure, just to get the belt? That's just stupid cos you're wasting money on a plastic toy belt.

Yes, there are an unnecessary amount of stickied threads on the Mattel board
I'd buy any 1/1000 figure I see.
2 Reasons...
One because I am a collector & I enjoy collecting any WWE figure that is "Limited". Those belts & figures in the package are kind of a cool thing to collect. They are something unique. (even though the figure itself is not.) It was a smart move by Mattel to make those, guaranteeing them at least 1000 of each figure sold, haha.
Two because even if it's a duplicate, there is always someone out there that will want one. So I can either hope to trade a duplicate for another 1/1000 that I don't have or sell it for a (very few) extra bucks to buy some more figures. For example: all the money I've made from selling the multiple 1/1000 Kane's I've found has gone to my figure budget money.

Both of the 1/1000's I have found (Punk, WM Heritage Orton), have since found happy homes to different members right here on WF. Here's a question: Who thinks we have WAY too many stickied threads on the Mattel Board? ;D ;D ;D ;D ;D

It's a collector's piece and LE and I buy/trade for the figure that I like that have one.

If I am looking for a figure and I find one and it HAPPENS to be a 1/1000 I will buy it, but I'm still opening it because I display loose on the display stands that come with the figure.
I won't re-buy a figure I already have or buy a figure I don't want just because it's a 1/1000.
My only 1/1000 that I own is a Basic Series 2 Mark Henry. When I got it they had 2 Mark Henry's and 1 was a 1/1000 and the other wasn't so I got the 1/1000, But I've found like 6 John Cena's that were 1/1000 and at least 4 Big Show's that were 1/1000 and I didn't get them because I already had the figures.
I don't really care about the 1/1000 belts.

I think the concept is cool, and it's safe to say I'd buy ANY 1 of 1,000 I happen to come across. It's only 10 bucks and it's on something pretty cool.

I would prefer buying them just if the belts on characters I like. I try to get 1/1000 if its on a favorite of mine. I have gotten Bourne and Edge, still want Kane and Orton, and will for sure try and get Morrison and Miz.
