Are there some teams that you thought would win the WWF Tag Team Titles but never did? Here are some of mine:
Big John Studd and King Kong Bundy: Booked as unstoppable monsters. One of the highest profile teams in the mid-80s, feuded with Hogan and Andre.
The Twin Towers: Like Studd and Bundy, they hung around the main event in '89, feuded with Savage & Hogan.
The Rockers: Extremely popular and different from the WWF tag scene in the '80s. They never got their tag title victory acknowledged. I always hoped Jannetty could get himself together in the mid 2000s to reform the team for a title run but it wasn't to be.
The Powers of Pain: Fresh off their NWA feud with the Road Warriors, they feuded with Demolition. Given that Vince was pushing jacked-up bodybuilders in the '80s, I'm surprised they didn't have the belts at least once.
Adrian Adonis and Jesse Ventura: Hated heels in the early 80s that often challenged the fan-favorite HWT champs like Backlund and Hogan. They formed a formidable tag team but Ventura's injuries cut their run short.

Not technically WWF but the there are 2 teams that come to mind that really, You have to rank both in the top 10 of all time great tag teams and neither held a major world tag title (WWF, NWA, WCW)
1) The Andersons (Ole and Arn)-They were National Tag Champs but always second fiddle behind RnR Express and Midnight Express
2)Fabulous Freebirds (Hayes & Gordy) Held the GA tag titles and WCCW but never one of the big three

They were together for a long time.

The Powers of Pain: Fresh off their NWA feud with the Road Warriors, they feuded with Demolition. Given that Vince was pushing jacked-up bodybuilders in the '80s, I'm surprised they didn't have the belts at least once. the original plan for POP was to dethrone heel Demolition.Vince basically substituted them for The Road Warriors wen he couldnt agree a deal with Hawk and Animal in 88. when Demolition started getting cheered and POP were getting over Vinnie just changed their roles.

Teams I would have like to have seen hold the titles:
The Twin Towers The Rockers The Powers of Pain Power and Glory The Fabulous Rougeaus
Out of all those, I think The Rockers deserved them the most... I can't believe as huge as they were; Vince never gave them a recognized title run

Both the Rougeau's and Rockers did win the titles but they got overturned so they really should have each had a decent run with them. Demolition just dominated the late 80s (no complaints though).
Some other good ones are:
Can-Am Connection The Killer Bees The Bolsheviks The New Dream Team Bushwhackers King Kong Bundy & Big John Studd Terry Funk & Dory Funk Jr Dory Funk Jr & Jimmy Jack Funk Bob Orton & Don Muraco The Islanders The Twin Towers The Skyscrapers The Orient Express Power & Glory The Young Stallions The New Foundation High Energy

Adrian Adonis and Jesse Ventura were A.W.A tag champs as the East coast West coast connection. They defeated the High Flyers I beleive for the titles in 80-81? Ole and Arn should of won the world titles as with The Freebirds also.

Power & Glory for me, I thought theu wwere quite similar to the Harts with a power guy in Hercules & more technical guy like Roma. Plus as a kid I loved the powerplex finisher (Herc Superplex with Roma diving off the top for a splash as they landed)

Furnas and LaFon in 1997; though Kai En Tai were comical, they could have been decent champions even if transitional. I mean, Too Cool were champs. Three Minute Warning were pushed like they could mean a damn, too. The New Rockers (yes, Leif Cassidy and Marty Jannetty) in a dying tag division in 1996. In the gang warfare, I was surprised not to see a Nation/DOA/Los Boricuas/Truth Commission tag title win, either.

Test and Albert easily could have held the belts in 2000.
