Here is my first actual custom. i always did fix ups and stuff but this is my first time painting. the only issue i have is that i used a lot of sealer but the paint on the wrists is still starting to peel off. how can i fix that? also the parts that i painted have a rough feeling. is it supposed to be that way? can i get it to feel like the original paint on the figure? pre-painting: finished:

Wow, haha. I didn't read "pre-painting" before the first pic so I was like "Yeah, so you gave Dusty Rhodes blue gauntlets and long socks, not really accurate but w/e." Then I recognized that as painters tape and checked the second pic.
Looking great, pretty solid for a first custom. Alternate attires are great ways to start with a first custom, especially if the alternate attire doesn't include a lot of intricate design work.
As for the sealer question, I would repaint the wristbands again and reseal them. Layering a few thin coats of paint and sealer on top of each other does help durability. Be sure to not overseal, however -- there is such thing. If you're using a spray-on sealer, spray it on like you would spraypaint, don't leave it in one place too long, you ideally want to mist the figure a few times over. Let it dry, mist, and repeat for 3-4 coats, that way it'll be sealed by the end but not too heavily.
Rough paint? Number 1, thin your paint down. There are only a few brands out there that don't need to be watered down before use. If you wet the paintbrush beforehand with a liberal amount of water you'll be fine. Number 2, with each coat of paint thin the paint out more and more with water. That way each coat you're laying down will seep into brush marks and imperfections in the dried paint and leave a smoother finish.
