NO! NO! NO! Here is why Steamboat never got his "mainevent" push in '91. First there was tension already between him and McMahon already over WM3. Not because of the time off, but because He and Savage outshined Hogan and Andre.
Second when he left the WWF in '91, it was not because of a failed drug test, it was because the schedule the guys had back then was evil to say the least and they would film up to sometimes three or four weeks worth of tv in one show. Steamboat was first slated to work I.R.S. and not only put him over, but be carried out on a stretcher after that, he was to put over the Undertaker and do the same stretcher finish.
Ricky has never complained about putting anyone over, but he felt it would not only hurt his gimmick, but hurt the company and the validity of the business. McMahon could not be reasoned with back then and basically said do it or youre fired. Steamboat said okay and left, made a phone call to WCW and thats when he and Dustin took the tag titles. Flair did however protest his firing and he too wanted an epic Steamboat-Flair feud in WWF, but as said before McMahon was unmoved.
