It depends on WWE's marketing strategy for the event, really.
Wrestlemania is usually 4-5 months in advance because they're looking at a huge venue and need ample time to sell the place out.
Big Pay-Per-Views like Royal Rumble, Summerslam, Survivor Series, typically go on sale a month and a half to two months before.
Others usually go about a month - month and a half.
Like I said, though, it depends totally on the market and marketing strategy.
For Summerslam 2007, WWE announced that the Continental Airlines Arena would host it a week before Christmas in 2006. Tickets went on sale five days after Christmas.
