I would guess that the "Best of" lines are done largely off of either sales or inventory. So either a) the figure sold really well the first time around or b) its a nice looking figure but they have plenty of him lying around, which is what they do with those Kmart random 3 packs imo. With the best of Elites it seems like its based off sales if I were to guess.
I'm not a fan of the Elite Truth figure and I think he has superior basic figures but in defense of its scarcity I have only seen it one time at retail. Maybe I am under selling his popularity but I don't feel like he is in that high of demand.

I agree. It has been one of the hardest to find figures since Mattel took over the WWE line.
Triple H, Cena, Kane, Undertaker, Orton, and Mysterio are all good choices for the "Best of" line because they are 6 of the most popular characters in the company.
I think the "Best of" lines have more to do with the best characters, not how well the figure sold or how good the figure was.
Because Triple H's Elite 2 figure sat on shelves for a LONG time.
