Hasbro Hogan Mail Away Figure History

Hello all,

I know nothing about the Hasbro figures as I was never a big fan. I have the opportunity to get the mail away Hogan and since I collect Hogan stuff, I'd like to know how it came about and how rare it is.

So my question is what type of promotion was this mail away figure and how rare was the figure?

similar to Jakks having us collect tickets and upc's?
simple as sending some money to Hasbro?
