Since I don't know about those older like Lou Thesz, I would have to go with Ric Flair who to be honest could take number 1 in some peoples mind even if he wasn't quite the draw Hogan was.

If you're talking about NAMES it has to be either The Rock or Steve Austin.
Face it, if you asked a bunch of non wrestling fans this question, I doubt many of them would really know who anyone but Steve Austin or The Rock are.

Hogan isn't the number one. Austin is, thus making the Rock number two, and Hogan number three.

It would depend on what generaiton you are. If you had to compare the house gates that Hogan created and you compared them in ratio to the economic situation that Flair was on top I am sure they were about the same. Stone Cold broke records but at time when the US was really on top of the economic world and our dollar was worth a lot more than it was today. So you really have to think about it in terms of what money did they have then and what money we have now.

At the same time some wrestlers like Triple H during 2000 was also pulling in huge audiences and marketing was totally behind him. So can you always go on figures alone?
