What up bro, I dont have Photoshop installed at the moment but for anyone who does heres what to do
Make a rectangle that fills the canvas. select it in the layers and go to filters>render>clouds and render the clouds
Make another rectangle that fills the canvas. however make it a dark blue colour. make sure it covers the cloud layer, and reduce the transparency until you get the right colour.
This should be perfect
