Was Shawn Michaels really injured at No Way Out 1998, which is why he couldn't compete in that 8 man tag and was replaced by Savio Vega? I've always thought that they just took him out of the match so that they could wait to have HBK and SCSA in the ring until Mania, though I've never heard anything about it. So was he really injured?

He badly injured his back at Royal Rumble 1998 during the casket match and only wrestled once after that until his retirement and that was doing the job for Austin at WMXIV.

Yeah I know his back was screwed, but was that what took him out of that match? And if so, why did they advertise it in the first place?

He was originally scheduled to be in the match, but it was a last minute decision to replace him with Savio Vega since he was in no shape to perform (meaning his back, not because of drugs or alcohol).
I thought he was going to be involved in some capacity, but I'm guessing they found out the day-of that he wouldn't be able to compete.
Shawn had been just cutting promos on Raw each week to keep the feud going until WrestleMania, because the injury to his lower back really prevented him from doing anything physical for a prolonged period of time.

Savio placed in the match made sense too, because Los Boricuas were D-Generation X's "hitmen" for taking out rivals. See Royal Rumble 98': Los Boricuas trying to beat down Stone Cold.

the doc that examined HBK after RR thought that some time out of the ring might help him but as NWO got closer HBK got worse and worse and Vinnie made the call to spare him
have to say I love that match.......

Yeah, great match, would have been better of HBK was involved... true........but at the same time it heightened anticipation for WM14 because it made it look like Austin had HBK on the run. one of THE hottest tags in history here.........Austin whoops some serious ass when he gets in there

As stated previously, he had been helping out DX kind of as hired hands/goons along with Los Boriquas. Plus he had a history with Austin. He was solid in the ring too, and who the hell else was there?
