I know if WWE didn't have Hogan they would of gone down hill, but come on about 5 years of title hogging, many people of his era should of won - Mr P, Paul Orndoff, Junkyard Dog, Roddy Piper, Ted DiBiase and even Andre because his reign was in seconds, and more...
But the New Generation should of had - Razor Ramon, Owen Hart, Vader, British Bulldog, Brian Pillman(if he didn't die) and some more.
Attitude Era - Dean Malenko and I don't know anymore!

My list may sound odd
Christoper Daniels - in TNA from the start and never won the title.
Matt Hardy - say what you want about him but the guy wroked his ass off for WWE and never got the WWE title.
Scott Hall - Worked for WWE, WCW and never won a World title and was so over.

Arn Anderson Vader(in WWF) William Regal Scott Hall Barry Windham(I wish he would have gotten the WCW title, NWA was still good though) There are plenty others but those are the ones I could think of for now.

1) Owen Hart - Seriously, this guy had the total package and was easily the most hated heel in 1994. It is still mind boggling to me that Bob Backland was given the title over him that year. Owen should have won it and Survivor Series and lost it to Diesel at WM11. . now ya see I never thought of it that way......that could have been great.

1) Owen Hart - Seriously, this guy had the total package and was easily the most hated heel in 1994. It is still mind boggling to me that Bob Backland was given the title over him that year. Owen should have won it and Survivor Series and lost it to Diesel at WM11. 2) Mr. Perfect - Again, another guy w/ the total package, but a combo of being around in the Hogan era and a slew of injuries never allowed him to make it to the top of the card. 3) Arn Anderson - The enforcer of the Four Horsemen was almost as great as Flair IMO, and should have been given atleast one run w/ the NWA World Title. 4) Roddy Pipper - Should have won the title sometime after wrestlemania 1 and then could have dropped it back to Hogan at Wrestlemania 2, but I guess Hulkamania was running too wild back then to take the title off Hogan. 5) Scott Hall - As Razor Ramon, this guy was over like crazy. Problem was Hall was his worst demon and his drug and alcohol problems made it so that he couldn't be trusted w/ the world title. Sad, because I'm willing to be that he would have won the world title from Bob Backland in 1994 instead of Diesel because of how crazily over he was. add dibiase and regal to this list and its the best youll get

I really dont see Regal as anywhere near being world title material. Dont get me wrong the guys in ring talent is beyond 90% of most but he was never and has never been "over" so to speak. I honestly dont think anyone would take Regal seriously was a World Champion.

I honestly dont think anyone would take Regal seriously was a World Champion. Agreed. The guy is one of the greatest in-ring wrestlers that I've ever seen, but he has always been missing that "IT" factor that most main eventers have. I do believe that Regal deserved it way more than guys like Miz(not over) and Khali(was this a joke?), but he has always been a mid-carder at best IMO, and I could never take him as a serious oppoent when he faced guys like Angle, Rock, Austin, and HHH. I think the best time to have given him a push was right after the Invasion angle. He great as the WWF commisioner and was given the IC Title, had a nice run, but was basically wasted after WM18, and really did nothing for the rest of 2002 and then had his health problems for most of 2003 and early 2004 until his return. Had they continued to push him for the rest of 2002, maybe things would have been different. Hell, they were giving the guy a huge push back in 2008, but then he blew that himself. I've also felt the same way about the British Bulldog. Davey was a great in-ring talent, but again, he seemed to be missing that "IT" factor that most top guys have. That and his personal demons were enough to derail any chance he had at getting the top belt. A great mid-card talent, but never world champ material IMO.

I think Perfect had all the credentials to do so. Whereas Owen, if he was given the title all Vince would have had to do is pair him up against a strong face/heel and have them feud. Easily done, and a shame it never happened.
