I think what he means is what editing program is best and cheapest. Most people either use MS Paint which I don't suggest or Adobe Photoshop. But I've always liked the progam called PhotoImpression 4. They have a newer one but #4 is much easier to use and the layout of the program is easier to understand. I hope I helped.
