It's definitely him, you can tell by his facial features and by comparing his arm tattoos with another photo.

Tatoos on the neck and others look like him. Never know with photos. He has had short hair before, so if he comes back he may just have shorter hair.

Also, a bald Taker dont bother me much, but he needs some sort of beard... a bald Taker with a ministry beard would look kick ass imo
