I didn't read JLA 1 yet, so this may be a stupid question, but who's the hooded figure glowing reddish-pink that appears in the background in a few of the comics?

She was in the last issue of Flashpoint, she is the one that put all of these different universes together to form the new universe.

The comic community is calling her the Mysterious Hooded Woman or MHW for short. She could be Harbinger or Madam Xanadu, or some new binding force that can be used to retcon and smooth out the continuity errors that are bound to show up in a few years. As with many of the comics, she is a mystery that will slowly be revealed.

its supposedly Glorith from LoSH. she's in just about every single # 1 issue. since she eventually develops complete mastery of time she was placed into all the issues as an insurance policy. like if say next month 80% of the books take a huge dip in sales then they'll use her to usher in a rushed big event where she's the villain and the outcome would be the return of the DCU as it was before Flashpoint with some minor changes.
regardless of who she is, the reason she is in all the books is because DC expects, or at least expected, the reboot to fail.
