I've heard that around here many times but i've never really understood what it meant, Can someone clear it up for me?

basicly many times through out the year jakks would delay figures or give a poor paintjob/color choice etc. they would blaim it on "Chinese New Years"

"Chinese New Year" is essentially Jakks's coverup for sub-par decisionmaking and really a lack of care to put out the best product possible.
One of the most notorious instances of this was AD13, where the lineups were Teddy Long/Rey Mysterio, La Resistance (Dupree and Grenier), and Kurt Angle/Luther Reigns. Long/Mysterio were entirely RA, but La Resistance and Angle/Reigns were RA, but with TTL arms. To make it even worse, they were the TTL arms without elbow articulation. It annoyed a lot of people, seeing as it was Reigns's first (and only) figure, and I believe that it was one of the first La Resistance sets to come out. When people asked Jakks as to why they chose to use TTL arms, Jakks just kinda sideswiped the question and said that it was because of Chinese New Year.

Yep, Paul Bearer's Bowtie was another thing.
Jeremy was being asked why there were a recent string of screw ups and he legit said "It's because of Chinese New Year" and from that moment on everything Jakks messed up was attributed to Chinese New Year by everyone on the board.

They didn't just blame it on "Chinese New Year" per se, but rather they claimed that the product suffered because the Chinese factory workers were off because of the holiday.
