Tough question but I'd have to say Austin. The pops the guy got were incredible, and even during his heel turn he still constantly got bigger pops than everyone else on the roster, including The Rock. Hogan seemed to appeal mostly to kids, while Austin appealed to everybody; kids, teens, and adults all cheered the crap out of Austin. Both were easily the two most popular wrestlers ever, but Austin IMO was more popular. Granted Austin had a much shorter run, but had Hogan had a short run like him, maybe Hogan would be remembered mostly for the huge pops he got early in his career rather than those mixed w/ the watered down and mixed reactions he got towards the end of his WWF run.
Another thing I look at is both of their heel runs. When Hogan was a heel, fans literally couldn't stand him and even hurled garbage at the guy. Austin tried everything he could to get over as a heel, from attacking Rocky to busting open JR and Taker, but the fans always cheered him. Whether you look at that as Hogan being a better heel for getting the fans to hate him, the fact of the matter is that Austin was so over that even as a heel fans cheered the crap out of him and he still sold the most merchandise.

That is why IMO austin beats rock and hogan, sure they were 3 very over and well known guys, and until recently (5 odd years) even when hogan wasnt full time special apperances were big, even rock was last year, but the fact austin was loved and over, heel or face, he was THE man
