I don't know if they do, but I wish MDT would view threads like this and the official fix-up one to see how we collectors/customizers are critically selecting existing parts.
There's no excuse for leg sleeves and/or short boots when you already have molds for old school knee pads and tall boots that will be more accurate.
We lucked out with Toybiz actually sculpting/scanning an in-scale and detailed Lex Luger head over a decade ago - no other toy company has been able to capture his likeness like this.
Generally MDT's part selection is pretty good, but there are some weird design decisions made along the way. Hopefully they can get a chance to explain some of their choices at a future Q&A.

That Luger is ing great. I didn't even realize that scan was that good for that Torture Rack figure but you did a great job making it look factory. Awesome.

Thanks for the kind words guys. Sorry I cant take any pics of the inside of the head, Ive already attached it to the neck peg with silicone welder and I hate to remove it. Basically, I just hollow out the head enough to sit right on the neck and then I take a dremel attachment the same size as the neck peg and make a circle indention. I then put a dab of welder in there and attach it. It still works just like Mattel made it. The next one I do, Ill post progress pics. Heres the "Torture Rack" that came with the Ring Masters figure.

The ToyBiz head is just hollowed out to fit the neck and then I made a round hollowed out spot that kinda pops onto the existing mattel neck stem. That make sense? Its kinda hard to explain....

OK becasue it's still sitting up on mine and I don't think I can hollow out much more. My figures chin is still slightly above the throat where it looks like your figures chin is over the throat.

Try hacking alittle of the neck stem then. Grind the top 1/4 off or whatever is needed.

I think the problem was I was trying it on a basic HHH. I just tried it on the Elite and it's like yours. It looks like the basic neck might be a little thicker

Did you paint the skintone or did it match already? The skintone matches HHH perfectly. No paint was used except to paint his hair a more natural looking blonde. ToyBiz had the hair yellow and it looks really fake.

That Luger looks outstanding. I don't care much for that expression at all, but the likeness is absolutely dead-on. It's amazing what a simple change in hair color does for that head.
If I didn't know better, I could easily believe this was a Mattel prototype.
