As long as Ziggler is in the Flair role, you can fill out the rest with whatever you want imo.
I would honestly do something simple like:
Ziggler Swagger Cesaro Kassius Vickie as the manager.
You really just need to add a legitimate tag team to Ziggler and Swagger as is and then push them all.

Well the way I see it, the original horsemen were full of boring old men who were pretty much the same as eathother so the equivilent would be the generic modern guys:
Ric Flair = Drew McIntyre Tully = Heath Slater Arn = Alex Riley Barry Windham = John Morrison JJ Dillon = The Miz

It depends what you're talking about in terms of comparison.
If you're talking about in ring style it would probably be something like:
Daniel Bryan Jack Swagger Cody Rhodes Dolph Ziggler.
In terms of personality it would probably be a different combination of people.
Ziggler McGillicutty Alberto Del Rio Can't think of a fourth member based on personality.

You clearly have no idea what you're talking about.
