I'd put Ryder and Hawkins back together as a tag team. Both are doing nothing otherwise.

No joke, John Cena and Randy Orton have AMAZING chemistry and as tag team. They've only teamed a few times, but they work very well together. And it just so happens that their singles characters are probably the most stale in the wrestling industry right now.
Plus, they could eventually break up the team with the well needed heel turn for one of them, that really BOTH of them desperately need.

Putting Ryder and Hawkins back together would give them both something to do. I also like the idea of Orton and Cena.

I think putting Rhodes and DiBiase back together would be an obvious move. I like Rhodes as a singles guy and it seemed like he would be back in the IC title picture, but with Ryback now involved I guess that isn't happening. Also, DiBiase is back so why not pair them up again?
They're a very accomplished team and would join Kane/Bryan, Mysterio/Cara, Kofi/Truth, PTP, Primo/Epico and The Usos to form a very deep, entertaining tag division.
Eventually they would break up again, but Rhodes is being used like trash, so he'd probably be better off with Ted in the interim anyway.
