Here's a thought...assuming it was possible....
Basic math says 6 figures costs $XX to make per. An individual set has an $XXX cost budget.
So, Elites go from 6 figures per set to 5 4 current, 1 Flashback. The extra money from not producing the 6th figure can go into better and more accessories for the remaining 5....thus even making shelf warmers worth buying for casual fans.
Elites are supposed to be "premium" wrestling figures, yet half of them lately are coming with dull unpainted basic belts, no shirts or rubber shirts and half their entrance gear.
Picture E17 Sheamus with his Brogue Kick Hooligans shirt (cloth) and a shiny WHC, and his cross....how much better does that make it???
Or Elite 15 Rey Mysterio with a cloth entrance shirt and mask. Elite 15 Mark Henry with his Hall of Pain shirt (cloth)
etc.
Casual fans will notice these things....why am I paying $19.00 for a Kofi Kingston with a simple belt? I can buy a Basic Kofi for $9.00 less and get the same result....a toy my kid can play with...or a display piece for myself.
Again, not saying it is even possible, as I don't know the inner workings of Mattel's production. But to be able to get a complete entrance gear HBK instead of half-assed...when the budget is being used for the 500th Rey Mysterio seems kind of silly.

Elites are 8 per case so this idea would actually make it more expensive right? forgot about the case count, however a solution would be cut it to 6 figure per case...double up on just one figure, smaller shipping boxes too. Less cost there.

That would actually make the case break-down easier. Do it 2,2,2,1,1 & then the revision cases could switch the 2s & 1s. For example, say your set was Rey , Orton, Cena, Sheamus & Punk. The first cases could be Cena-2 Orton-2 Rey-2 Sheamus-1 Punk-1 Revision cases could simply switch 2 of the figures that were 2 to a case with the figs that were 1 to a case. Like so... Cena-2 Orton-1 Rey-1 Sheamus-2 Punk-2 You would still get some shelf-warmers, but maybe not as many, and none of the figures would become impossible to find(i.e. Diesel) BTW, I do not want an actual series to consist of those 5 figures. They were just the 1st 5 figures I saw when I glanced @ my shelf.
