Simple question.
I'm thinking WrestleMania. What better way to steal the show than on the biggest show of them all? He could announce it ahead of time or just do the usual cash in on whoever the champion is at the time.

Have him win the Rumble, loose his match at WM for the world championship then he cashes in right after and wins.

Elimination Chamber.
Despite having a clean win over a guy like Randy Orton, I still think they'll choose the 'kick them while they're down' approach and imo it's no better time to do it when they've battled in a match with such longevity.

I agree with Mr. Partridge above here. Elimination Chamber seems to be the most logical option based on Dolph Zigglers character...

AFTER WrestleMania (not at WrestleMania).
The reason why is that no matter how or when he cashes in before or at WrestleMania, he will undoubtedly be overshadowed. So what if he cashes in at EC? You really think he'll have a strong showing at WM? And his (assumed) winning the World Heavyweight Championship should not be overshadowed by the dozen stars in the focal points at and leading up to WrestleMania (Rock, Brock Lesnar, Triple H, Cena, Punk, Sheamus, Randy Orton, Big Show, Stone Cold?, Undertaker?).
They should hold off on Ziggler. He'll likely be on the losing end of a program with Cena soon. I'm a huge fan of his, but he is NOWHERE near ready to get the title yet (from a booking standpoint. Honestly, I think it would be a good idea for him to either win the WHC either at SummerSlam or Money in the Bank. Let WrestleMania pass, the excitement simmer down, and the big stars can go back to the movies or retirement and then there will be plenty of time for Ziggler.

TLC seems to make sense to me. If he is going to steal the title off Big Show, which is why I believe they gave it to him to begin with, then he has to be in a worse position than what he was at Survivor Series. A chairs match at TLC would allow him to end up in that situation imo. Chamber makes sense as well for similar reasons but if he can beat Cena and then win the World Title it would be a hell of a night for him.
I like the idea of him cashing in at WrestleMania, a great deal actually. I just don't know if they will hold off that long and it makes sense to put him in a position to go over at Mania to help solidify him at the next level. I don't have a problem with him holding on to the case though. Am I getting anxious? Yeah, absolutely, but the longer it seems he holds onto it the more the fans are clamoring to see him cash in. I've been critical to this point with what they have done with him but Survivor Series felt like a turn of the corner and this feud with Cena pushes him into the spotlight if nothing else.

Dolph should cash it in at either TLC or EC. But i Fear WWE wont let Dolph have a long title run. Lets hope that doesn't happen.
