I need a new cam and only want to spend like 40 or 60 bucks. Also how do I set it for taking pics of figures sitting about 3 to 4 feet away.Or should i take the pics closer?Flash or no flash.Or just have a brighter light? Thanks for any help.

Pretty much any camera will allow you to do what you want with the figs. The big thing is that whatever is in the very middle of the frame will be the focus point. That's where things aren't blurry.
Focusing happens when you half press down the shutter and the "zoom in/zoom out" thing happens. There's usually a little square where the camera will focus.
A usual ceiling light should be enough light but flash would be ok too.

Flash can discolor certain aspects of plastic, painted or not. I always recommend not using it.
A good light source is always better.

For $40-$60 I cant really saw you're gonna get anything too impressive honestly. Im a firm believer in you get what you pay for. My first "real" camera was a $100 7megapix camera and it took decent pictures but still had faults. I recently moved up to a $200 14.1 megapix camera and honestly I have to say its been one of my best purchases in recent memory.
