So i was looking around some different websites for figures and noticed that Basic 13-23 have numbers in order on their figures like #1 #24 #50 etc etc...Then at Series 24 it started over with #1...Anyone mind explaining?

That's when the packaging changed so they started the numbers again.

They started their new year off with new packaging and also restarted the numbering. Just like last year.

Is there an official answer on this? These were in stores in November I believe so I'm not sure if its by the year or the packaging.

Bit of both I think. The packaging changed near the end of the year.

The new packaging from series 24 are considered the 2013 figures. The 2012 figures came out in November 2011 too. The January editions of magazines come out in November or December.

Mattel has the same numbering system in place with their hotwheels line as well and they do the same thing with them too. At the start of the new year, they start over at #1. As explained in the post above mine, it is a numbering system for the year. Series 24 is the first official set of the 2013 line.

Basic 13-23 was 2012 series. 24+ is 2013. So they restarted the number.
