I can see it being Foley..just hopefully as the awesome, evil version of Mankind, in brown gear.
Not a bjg Foley fan myself, but if it has to be Foley, than this is what I'd like to see.
I'd rather have CM Punk in Brett attire, Paul Heyman or a Legends style Brock with the Basic Headscan and Undisputed title.

Sounds like Undertaker to me with all the Wrestlemania references. Could be Foley with the Hall of Fame I guess. However, saying he wrestled at more than one Mania isn't a hint on its surface unless he is implying "this guy has wrestled at a ton of them and is synonymous with Wrestlemania" and that would mean Taker.
