I thought this would be an interesting topic. Who has been wrestling since Mattel has taken the reigns of action figure merchandising but didn't get a figure? For the sake of simplicity, let's say anybody who was current roster in January of 2010 until now (I'm sure Mattel's work was started in early 2009), and including people who may currently be wrestling, but don't have a figure. Fandango, for instance, might seem like an obvious, but you never know what'll happen to him, since Reks seemed like a clear choice as well.
Here's what I've got so far:
Serena Joey Mercury Husky Harris Kharma Tyler Reks Fandango/Johnny Curtis All 3 Shield members (although they are confirmed and will more than likely see market) Kaitlyn (confirmed) Big E Langston Kaval
That's what I've got so far. Anybody else anyone can think of?

The Jakks female figure's are way too big & bulky & the joints are so obvious anyone carrying a Jakks figure could be busted for possession. Mattel does waaay better work on the females than Jakks, IMO. I think it's kind of insulting to Mattel to say that any of the DI figs, male or female, are on par w. their work.

Just an opinion, but for starters, the scans are great, and the tooling makes more sense to me. The wrists on Mattel Divas feel flimsy, and the Jakks TNA knockouts have swivel and pivot. I think the articulation is concealed just fine, and the ab crunch makes better sense to me than the rocker joint mattel gives the ladies. To me that creates a more obvious break in the sculpt. Mattel has fixed that on newer sculpts, but the older body that they still use one people like Eve looks somewhat weak.

of course Rosa, Dean, Roman, Seth, Kaitlyn, Big E Langston, JBL are being made now. Tamina and Paul Bearer are likely coming. I forgot Paul Heyman....who is also coming My list was from after the 2009 WM. Which they announced the Mattel/WWE deal in Feb 2008. So they had been working on them for awhile before they came out in 2010. MDT has said that Kaval was in a planned 2pack w/ Alex Riley, but was scrapped when he left WWE. and they had also worked on The Brian Kendrick. Enough so that they had his elite accessory done (his jacket) Kaval, Umaga, Brian Kendrick, Husky Harris and Serena would've been awesome

Ah man, I didn't realize that we were so close to getting an Umaga. Wish we could get him as a Flashback.
I wish Shelton and Carlito got Elite figures, too.
