I wanted to write the name of my custom on his leg. what can I use for painting details neatly. any tips please or maybe a step by step guide. By the way I have Testor's Acrylic and Apple Barrel paint

What you want to do is make sure you have a very fine brush that has soft bristles and is in good shape. You can draw the design on first with pencil if you'd like. If it is complicated, you might want to sketch it on paper first.
When I start painting, I always wet my brush first, usually I just lick the bristles to get them wet and stuck together (gross, I know). But you could use water too and squeeze the bristles together. When painting the design, go slowly and be patient. If it isn't looking great yet, don't worry. You'll probably have to go over it a couple times to get the color you really want. It might look like crap when you are done- uneven lines and such, but don't fret.
Once the design is painted, take the background color (color of the tights or whatever) and go in and clean up the logo, paint over any bumpiness for straigher lines. Again, take your time and go slowly, rushing painting will pretty much guarantee a sloppy paint job.

Just use a toothpick. I hardly even use a paintbrush for anything these days.

yeah i either use cabab sticks or a toothpick but wetting ur brush works aswell i have another wat which was a accident i forgot to wash my brush after use and so the paint has dried on the brush and made it really sharp so its easy for designs

lol yeah tooth picks and very small brushes i use camel hair brushes but use what ever you want

Just use a toothpick. I hardly even use a paintbrush for anything these days. same, I use a sculpting tool to paint everything besides skin tone.

first of all.. holy crap jsh offered advice.
Second.. so what in the heck do you guys paint with that gets it so smooth if its not brushes?? I mean, I understand using something other than a brush for details, but like for hair and the main parts of the attire.. how do you not use brushes?

Usually if it's something heavily textured like hair Ill do it with a brush. Another reason why I use a toothpick rather than a brush for some things is that a brush usually only gives you a thin layer, so you have to do more than one, whereas with a toothpick, you only need to do one layer.
