I love some of the ideas in this thread. I think the concussion is a chance to finally establish a character/personality for Ziggler... I'd keep him off TV for a couple more weeks, then just do promo/character stuff until Payback, or even Money in the Bank. Maybe have Booker T try to strip him of the title because he can't compete, but Dolph hires Otunga as his legal representative, and they keep the belt on him that way. We never see Dolph talk enough, and this injury is a chance to focus on that.
