did he eluded to the paint issue in his posting? if not, he screwed up and should refund you. all you have to do is utilize ebay or paypal's resolution center. if you absolutely do not want the figure, i would go that route.

If you paid through paypal just log in to your account and file a case against that transaction. They will get you to supply evidence such as the photo's you have taken. If you paid through bank transfer or any other method it gets a bit hard.

Thats unfortunate your not happy with your purchase. Ive been lucky on ebay, everything has come looking pretty nice though one lady sent my Elite 6 Goldust wrapped in a plastic bag!

Yeah, open a case through ebay. If you click on the sale, it should give you some options. Item Not as described - that's what you want to go by for that.

Why would u pay $29 bucks for it? It's cheaper brand new on so many sites and listings.

Can you link us to the auction? Did he mention in the listing that it was a used item? If so, you're probably out of luck.

Dude really? Just Goof Off the excess paint and move on. It's not hard, post in the custom support board, someone will explain the entire process if you don't know how to do it. It's not even that big of a issue. If you add knee pads afterwards, you'll never know it even had excess paint after removal.

This has happened to me before but the seller joined this site so I will not speak of their name. I recived a figure that was completely split in half and they expected me to ship it back and get the regular refund. Don't trust eBay unless their is enough pictures.

Some people would like the figure to look like it did out of package, I would add knee pads because he didn't have them.

This......and Paypal will tell you what steps to take, when they want you to return it throw that sucker into a small bubble mailer and put tracking on it and make sure you punch the tracking into Paypal and as soon as it gets back to the seller you will get a refund.

Sounds like your mail carrier hates you.
You know, on this whole eBay deal. That sucks that your not totally satisfied. Seem like the seller knew about it, but the truth that we all can agree on it that, Mattel is hit or miss in there method of painting figures. I've seen people post about Sin Cara's mask, E20 Y2J having paint residue on the back of his legs, L6 Eddie with imperfect paint on his tights..... Hell, I bought a E17 Zack Rdyer, insta-buy, took it home and his knee pads were paint chipped.
All I'm saying is that, mistakes happen, they are not always a seller fault. When the seller saw your picture to him, that might have been the first time he saw it. If you're not happy, open a case and send it back.
I, now, know that there are completist that want 100% perfection. That's fine, but questions should always be asked about condition..... IE, your definition of great condition differs to another's. I'm not harping on you, it's not your fault. However, sometimes, mistakes happen without any fault.
I've always thought of eBay as a good way to find figures and off load them. As a seller, it's tough to try to do the fair thing when there are buyers looking to keep the figure and ask for some money back. As a buyer, I weigh the pros vs cons of everything. The first thing I ask myself is, am I willing to pay return shipping. Its one of the deals when you open a case. That being said, I'm happy with what I've gotten on eBay.
What I think doesn't matter, but it is something to think about. Most of the people here would say you're being too critical. I don't like seeing a figure with an imperfection, but I like having the figures I want.
