Supposed to just be part of his psychotic character that he's played throughout his entire wrestling career as Cactus Jack and Mankind, and also to help sell moves. Every wrestler does it, but Foley's grunts and such are more noticeable because he really tries to sell it.

Never noticed, the one that really bothers me is Tyson Kidd yelling "YIP!" every 5 seconds.

Yeah he goes "Haa da.... haa da... haa da" after every hit. Always noticed that from him.
Just like Alber/Tensai doing some grunts upon striking, and Jericho's "haaa" or "whuaa" when he does chops/strikes.
Never noticed Undertaker's grunts so much, but I think Kane's throat thrust he really emphasises it with a noise.

Heidenreich always yelled " Puh-Pow! Pow!" When he punched or one-two'd his opponent. God, I miss Heidenreich.

Orton kinda makes a "tshhht" sound quite a bit in matches. Just different guys selling stuff differently.

I remember in an interview he said he started doing it when he went by the name cactus jack Manson because it made his character sound and seem more deranged. He just kept it up
