So I bought a figure from a dude on eBay and it came damaged. He's been pretty shady and said he sent a replacement but I never received it. So if I ship it back will eBay automatically refund me my money or is there still a risk that I can lose out? I was told as long as I ship with tracking and it shows it was delivered I would receive a refund. First time I'm shipping something back so any advice would be helpful.

I wouldn't ship anything back until you get what you were promised. If he didn't provide tracking for the replacement, then don't send anything. Open a case with PayPal and they will deal with him directly after taking your statement. In cases like these it's almost 100% that you'll get what you were promised / purchased / whatever without much more than waiting a little bit.
I sent a package during Christmas of last year. The condition was put as used / opened, and the picture and description both specifically said "loose figure, package not included". Well, the guy claimed I lied to him about it and never sent it, despite the tracking showing that it was delivered and the information about the packaging being clearly listed. They refunded his money and let me keep what he paid.
So, I'd suggest just holding out. If you think he's shady, he probably is, and if your replacement doesn't arrive let PayPal deal with it. That's what they're there for. They almost always side with the buyer.

I would wait just a little longer to see if the replacement arrives. If not then get back in contact with eBay to find out where you stand. I've had to deal with eBay customer service just recently and they were very helpful.

If eBay tells you to ship the item back, ship it back WITH TRACKING. You won't get your refund until the tracking shows they received the returned item in question.

That's tough. Does he have anything on the listing stating that you can return the item? I know some people choose to do no returns, but you can still get a refund as everything is buyer protected.
I opened a case today for a guy who won an auction of mine for a custom days ago. I state on my listing that the buyer has a certain amount of time to pay for the figure, but if the person contacts me letting me know it might be an extra day or so, then it's fine. This guy hasn't replied to any of my messages, but it happens. I hope for you that you get what is rightfully yours without more of a hassle..

In the past......when I have had an issue, I find contacting PAYPAL is the way to go.
They can escalate the dispute and they walk you through what you need to do.
I don't find eBay's customer service as helpful.
Although they are the same company, Paypal deals with the money side of things and they can release the funds as soon as it shows, with tracking, the item was delivered back to the seller.
