I know the McMahon figure was announced in early July and there were displays showing up at Toys-R-Us over the 4th of July holiday weekend. This is definitely much later than the previous two figures.

I started collecting last year at the end of July and i remember seeing the mailway stuff at TRU than. So this is definitely later.
