Attire wise or character wise? If character wise Elite 24 Trish Stratus. Mail away Vince would work too right. McMahon would not work. It has his shorter hairdo that he's had since it grew back after the Trump match in 2007. His hair was much thicker back then. Trish is borderline since she was still mostly a valet at the end of the Attitude era. Nah, he wasn't wearing trunks during that time period. He had long tights in 1998 WCW and blue jeans in 1999 WWF. Legends head sculpt will work for either of those since his hair was basically the same.

I combine my Attitude and Ruthless Agression Era figs onto one shelf.
But some would say the AE began the night after the Montreal Screwjob and ended at WM17 or the Invasion. I say it began at WM13 and ended at WM19.

Legends 3 Bulldog is definitely part of the attitude era!! Anyway the list looks to large IMO lets get some more 85-95 figures
