Eh, looks like a custom to me too. The paint doesn't look flat and is inconsistent in some areas.Most likely from the WM TRU Elite wave.

Looks like a prototype or something. That jean short mold was never used for the digital camo design.
It's probably a stolen figure.

Prob a proto, there is a ring that has that exact Cena on the box (cept armbands are black) but it's elite in that color pattern in longer style shorts
