I'm not entirely sure but I know several new system launch games were revealed at E3 of course, so it is possible. However, I think with ESO they may be too busy for Fallout at the moment which is a shame. ESO has nothing to do with it. ESO is made by Zenimax Online and published by Bethesda while Fallout and mainline ES games are made by Bethesda Softworks, the development team at Bethesda headed by Todd Howard. Fallout 4 is being made. Several prominent insiders have confirmed to be in development since as early as late 2011.

I would bet just about anything on it being shown at E3 or before. Since it isn't being announced at VGX, all that says to me it isn't ready for release in 2014. Bethesda Softworks games are announced around a year before the release of the title.

Did anyone even approach them about it? Usually when something like that happens then someone in the gaming press asks them about it. However, I think a lot of people knew it was a hoax as this game was realistically going to be announced at either the VGX or E3.

This reminds me, I should finish Fallout 3. I still don't buy it, we will see either Fallout 4 or some spin-off. Apparently, it could be new Vegas again and I quote: Ohhhhh. Next gen new Vegas? YES PLEASE. I would love to see the commonwealth as the setting or somewhere new like LA.

Well there's been plenty of rumors going around that it's set in Boston. Couple that with the reports of Bethesda visiting Boston and getting a feel for it's layout and such and I'd say it's probably going to be set there.
I just want to visit a post-nuke Fenway Park. The monster in ruin will be pretty surreal.

It's pretty much all but confirmed that it will be in Boston. I'd be extremely pissed if was another New Vegas.
