It does have all Pay-Per-Views, right out of the gate. It's archived TV shows that will be pumped in at WWE's discretion. I heard their media director say "over 300 PPV's" but nothing to the effect of "Every PPV ever released". They need to have them all, as well as all coliseum home video releases, all tuesday in texas, etc. Rare old stuff and Saturday Night Main Event are the stuff to me that is golden as a fan. I can hop on Youtube and watch Wrestlemania 5. From WWE.com's official FAQ: "10. What content will I find on WWE Network?WWE Network is a 24/7 streaming service with both scheduled programming and an on-demand library. WWE Network will include all 12 WWE live pay-per-view events including WrestleMania 30, groundbreaking original series, reality shows and documentaries, and the most comprehensive video-on-demand library featuring all WWE, WCW and ECW pay-per-views and classic matches uncut and uncensored as well as replays of Raw and SmackDown episodes. Additional programming, including a live daily studio show coming this summer, and video-on-demand content will be added regularly."
It wouldn't be wise to immediately release all of the archived footage of TV shows. Not only would it be overwhelming, but it would prevent anything new from being pumped in to the network, aside from the current product. I'm sure they're planning to have months dedicated to a particular period of time and want to be able to throw some fresh content in there.
