A little tip HIW taught me, was to blow dry the area with the wet paint until it becomes dry, although I use applebarrel acrylic paint, so I don't know if model paint will work.

Over years of customizing, I've learned the hard way about this. ANYTHING that resembles a "rubber" feel on a Jakks figure, aka pads, BCA's, or accessories that are rubber, DO NOT USE TESTOR'S ENAMEL. Best bet is Apple Barrell Accrylic. I messed up a few figs in my day, and just thought I'd share. As far as the pads go, an airbrush would work best to get the full, even coat.

i just use TESTORS acrylic paint and paint thin layers on the kneepads and they turn out fine.
