the no-compete clause covers all "City Owned" facilities and "Several" large Chain Hotels.
that doesn't mean they can't run anything in the city/area. they'll just have to run it in privately owned facilities,or hotel(s) that didn't sign the agreement.
for the record,I don't agree with what WWE did. but there are ways around it.

I don't get how this is even possible, for a private business to say that their competition can't run shows in the same area as them within a certain time frame

I don't see how they have the power to stop that from happening anyway, because there's no way on earth that these other venues will accept not holding events for businesses willing to give the venue their money, just because WWE doesn't want them to.

Money. Book the buildings and other companies will not be able to use it b/c it will have been booked. WWE can book some hotels and use the chain power to keep people out as part of the contract. When you book an entire hotel for like a week, they will pretty much do whatever you want them to do.
