The problem wasn't whether the caution should have come out. A car was fully tucked into the barricades. The proper call was an immediate caution. (*Could be some wiggle room where a delay in order to hasten the race finish could fit dependent on whether the incident was isolated relative to the main pack, but the timing doesn't seem likely)
What stinks is the timely decision to throw a caution at the last possible moment. NASCAR again appears to make itself its own star of its own entertainment show. Whether or not you believe their story that they couldn't spot the incapacitated car and they did trigger the yellow as soon as they could have, the public knew of the car from the broadcast. That noticable delay gives a tainted, unsavory image, one that NASCAR has found itself in plenty over the years.
"Never attribute to malice that which can be adequately explained by stupidity."
At the end of the day though, these are driver's lives at stake. Having someone in harm's way is not cool whether by buffoonery or conspiracy.
