I was wondering if a paint marker(Not sharpie) would work with painting very fine lines and designs on a figure. Thanks for the help and karm for first helpful answer

Paint markers are no good. You will get better results using a fine paint brush. Practice makes perfect... it's all a technique... put enough paint on the brush and just make a semi quick non-stop motion... remember practice makes perfect. The thinkness of the line will be determined by how much pressure you put on the brush stroke.
Gel pens will get you the best results when doing tattoos.
