I'd say it's a case-by-case thing. Generally speaking, there'd be a much greater benefit in putting someone over on your way out, but there are certainly exceptions. 99% of the time.....if you are leaving, you put someone over to help the business. BUT....there are some fair exceptions. For instance, Trish Stratus.....never had an issue with her going out on top over Lita. Perfect example and exactly the one I was thinking of.

If Shawn Michaels, of all people, can go out with a loss, anyone can. To be fair, that was a bit different. HBK faced the one man at the one event where a loss is unimaginable. If Ric Flair, of all people, can go out with a loss, anyone can. (and since Flair ed this up...) If Stone Cold Steve Austin, of all people, can go out with a loss, anyone can. I think Undertaker should lose at WrestleMania, or at worst, Survivor Series, to end his career. Undertaker taking his streak with him doesn't do anything for anyone except appease his fanboys. Someone should get that rub or like HBK vs Flair, it can be used in an old yeller type of situation so that Taker can finally walk away. A loss is definitive closure, and the fans should accept that imo. People not wanting to see a guy lose is a matter of fandom, not what's best for business.

There are exceptions to the rule such as retirement.
Bret was going to another company (not retiring) she he should've dropped the belt to someone other than HBK (as he suggested).
Trish Stratus retiring while still Women's Champion was the right decision.
Undertaker should retire after winning his last match at Wrestlemania.
Then again...
Diesel losing to HBK on his way to WCW was right.
Razor losing to Vader on his way to WCW was right.
Ric Flair losing to HBK before he retired was right.
Austin, Foley, etc.
It all depends on the wrestler/circumstances.

Best for business would be for The Deadman to go 25-0, and to then make a ton of $$$ on merchandise about it. Simply put, Undertaker is the most popular guy in the WWE. He may not get the loudest cheers, but if you went to Raw and asked every audience member whether they liked or disliked every wrestler, UT would have the highest % in the yes column. He is the only wrestler EVER to achieve mainstream recognition and become a household name without being pushed as the face of the company over an extended time period or era in a company's history. He is the most respected man in wrestling history (you could argue Vince but he's pissed off too many people) and anyone taking away his crowning achievement would be reviled by the crowd for years to come. That's why Cena facing UT is so interesting, because it would be a monster way to finally turn him heel. It would be a waste imo (better to keep the Streak in tact), but if they wanted to finally pull the trigger on Cena with a face ready to replace him then nothing would send bigger shockwaves than him beating UT at WM (likely through cheating).
