I have an RVD head (or possible Orton or Billy Kidman) I am using for a created custom. (It is in the custom board if you want to check it out) I don't know how/ what to mod on RVD (or Kidman or Orton) what should I add / remove ot make him look like one of those huge powerhouse guys?

It can be as simple as giving them a different hair style or some facial hair. I have seen some people change the entire facial structure. That is very rare and takes alot of time and is very, very hard to make look good. I would suggest just adding facial hair or giving them a new hair style.

sometimes just changing the eyebrows can make a ton of difference
