Don't do it if your new to customing, It requires doing a full head sculpt with clay, and Dremeling a neck hole and such....
..Stick to repaints and work yourself up.

If you are trying to make the entire head from scratch it will require the work that Sasso said in his post use sculpy (they do have flesh colored clay that would be best)from there you want to use an egg shape about the dimensions of an RA head
suggestion: take a TTL or RA head and encase it in Clay into a egg type shape that is not much bigger than the head then copy it in pure clay
from there you should use an established head as a guide and make the cuts and carvings in the head for the Eyes, nose, hair, and mouth then bake it
note: this does take time to perfect and once you pop it in the oven you can't undo it so make sure it is right the fist time
from there you can take the dremel and hollow out the area for the ball joint and paint it again this takes practice especially the eyes good luck

If you don't know where to buy clay, odds are you haven't scupted before. You can buy it at craft stores.
