What should I do if I want to change someone's hair. ie Make orton's hair slightly shorter.

sand it down with sand papper then paint it again

Yeah basically just sand it down and paint over it again, easiest way i can think of.,

Sand and cut some groves in with a razor or box cutter very lightly for added effect.
