what paint should i use?
how do i get the picture of the scorpion on sting with out painting it(not good at painting)?

Use any paints u want as long as they are acrylic, preferably model paints like Citadel (games workshop) or tamiya. They are expensive but give you a good even quantity of a colour, if u know what colours u want before hand then u can just get a couple.
On the second question I cant answer it, presumably u want the pic so that u can transfer it onto a shirt on the figure or something. Ideally ul want to transfer it like u get with model cars or whatever, but I dunno if that stuff is available, naybe u could ask at a model shop or something, but someone might know on here

I have heards of a special type of Paper for making Decals a few customizers around here have used it though it may be tricky at first to use you could probably get it at Staples a Hobby Shop or an Art Supply Store
